The Town of Cobourg’s Short-Term Rental Accommodation Licensing By-law 006-2025 has been in force since 2025-04-01. Nobody may advertise, rent out, manage or arrange a short-term rental in Cobourg without a Town licence. For 2026, a Class A licence is $500 and the required fire inspection is $150. If you are weighing a nightly rental against a long-term tenant, settle the licensing question first.

Who rents in Cobourg

Cobourg has VIA Rail service, not GO. Northumberland County’s Commuter Connect shuttle to Oshawa GO Station ended 2024-08-02 after low ridership. Rental demand here is retirees and downsizers arriving from the GTA, staff at Northumberland Hills Hospital, and people who work locally or drive the 401 to Durham. That means long-term tenancies and renewals rather than commuter turnover, and we market the town on what it actually has.

What changes for Ontario landlords on 2026-09-21

Bill 60, the Fighting Delays, Building Faster Act, 2025, amends the Residential Tenancies Act effective 2026-09-21. The N4 notice for non-payment moves to a 7-day termination period for all tenancy types, down from 14. An N12 own-use notice served with at least 120 days’ notice no longer requires one month of compensation. At the Landlord and Tenant Board, tenants raising other issues in an arrears hearing can be required to pay half the arrears claimed first. Since 2026-07-01 the window to request a review of an LTB order is 15 days, down from 30.
