Vacancy is loosening across Canada

CMHC's October 2025 Rental Market Survey put the national purpose-built vacancy rate at 3.1 per cent and the national average two-bedroom rent at $1,550, with rent growth slowing after several tight years. Property Standards By-law 2014-191

Cornwall does not list a residential rental licensing program, but every rental is bound by Property Standards By-law 2014-191, covering heating, stairs, porches, roofs, windows, doors, grass and refuse. A tenant who complains must first notify the landlord in writing; if the issue is not fixed, a by-law officer inspects and can issue a written order. Logistics drives rental demand

Cornwall's business park sits on Highway 401, a CN main line and the St. Lawrence Seaway. Walmart Canada runs two distribution centres of 1.5 million square feet each with more than 2,500 workers, Loblaw and Shoppers Drug Mart operate a 900,000 square foot centre, and Michelin is opening a 984,000 square foot facility. New RTA rules, 2026-07-01 and 2026-09-21

On 2026-07-01 the Landlord and Tenant Board shortened the window to request a review of an order to 15 days, made its Payment Agreement Form mandatory for repayment plans, and doubled maximum fines to $100,000 for individuals and $500,000 for corporations. On 2026-09-21 the Bill 60 changes follow: a 7-day N4 termination period for non-payment, and no compensation owed on an N12 for personal use when 120 days or more of notice is given. Do I need a rental licence to rent out a property in Cornwall?
As of 2026-09 the City of Cornwall does not list a residential rental licensing program. Rental properties are governed by Property Standards By-law 2014-191, which sets the maintenance and occupancy standards for the interior and exterior of every property, and by the Ontario Residential Tenancies Act. What changed for Ontario landlords in September 2026?
Bill 60 amendments to the Residential Tenancies Act take effect 2026-09-21. The minimum termination period on an N4 notice for non-payment drops from 14 days to 7 days, and a landlord who gives at least 120 days of notice on an N12 for personal use no longer pays the one month of compensation. Earlier changes on 2026-07-01 cut the window to request a review of a Landlord and Tenant Board order to 15 days, made the LTB Payment Agreement Form mandatory for repayment plans, and doubled maximum fines to $100,000 for individuals and $500,000 for corporations.
