CMHC's October 2025 Rental Market Survey puts the purpose-built apartment vacancy rate for Belleville and Quinte West at 3.3 per cent, with an average rent of $1,447 across all unit types. Ontario as a whole sat at 3.2 per cent and $1,730. Two years earlier the same survey had Belleville and Quinte West at 3.0 per cent. Practical meaning: a unit priced above current comparables can sit for weeks, so we price every Belleville listing off this month's market, not last year's lease.

Loyalist College's main campus is on Wallbridge-Loyalist Road, with satellite locations in Bancroft, Port Hope and Tyendinaga, and its September intake fills bedrooms near the campus every fall. A short drive west, 8 Wing at CFB Trenton is the Royal Canadian Air Force's air mobility hub and Canada's largest air force base, and military postings turn over in summer. We lease to both, but we price and screen them differently, and we set lease end dates to land in the right season for each.

City bylaws that reach your rental

Belleville's Property Standards By-law 2012-79 (amended by 2018-82) sets the maintenance rules for occupied and vacant buildings, and the City opened a review of it in 2025 alongside the Clean and Clear Yards By-law 2014-120 and Noise By-law 2011-180. Separately, By-law 2025-176 took effect on 2025-12-01 and requires a licence for any stay under 28 consecutive nights, with a $1,000 initial fee for a whole-home licence. If you were counting on short-term rental income between long-term tenants, that option now carries a licence and a location test.

What changes for Ontario landlords on 2026-09-21

The remaining Bill 60 and Bill 97 changes to the Residential Tenancies Act take effect on 2026-09-21. An N4 notice for non-payment can now carry a termination date seven days after it is served, for every tenancy type. An N12 for the landlord's own use no longer requires one month's compensation when the tenant gets at least 120 days' notice. An N13 for renovations now requires written updates on the expected completion date and gives the tenant at least 60 days to exercise the right of first refusal. Earlier, on 2026-07-01, the deadline to request a review of an LTB order dropped to 15 days and maximum fines doubled. KEILTY serves and tracks every notice for managed properties.

What do the September 2026 Residential Tenancies Act changes mean for my Belleville rental?
From 2026-09-21, an N4 notice for unpaid rent can carry a seven-day termination date, an N12 for your own use needs no compensation if you give at least 120 days' notice, and an N13 for renovations requires written completion updates and a 60-day right of first refusal.
